A note on Balmori Software article: The tax relief Republic Act No. 9504 is about to affect how you compute your payroll SURE! PayMaster users need not fret on this retroactivity question; SURE! PayMaster V.7 shall enable users to compute taxes under either of the two scenarios implied by the foregoing, whichever scenario ultimately prevails: a) the conservative scenario: all taxes withheld from minimum wage earners before the effectivity of RA9504 will be collected by the BIR, or b) the liberal scenario: RA9504's tax exemptions to minimum wage earners apply to the whole of the year 2008.
